The general consensus is that we don't want viewers to immediately see red when they come to the site. This might be applied when a user is blocked due to overdue fines and fees, but we don't know what the guidelines are for that. Might reopen this in the future when we know more. |

Overview
This pull request adds a badge next to
Fines and Feesin the navigation and home page cards. This will appear and show the total number of fines and fees that user must pay, if the user has any. See the mockup.Resolves #61.
