Describe the bug
[JavaScript]: There is no (?) button in Logic blocks to open the reference page

Steps to reproduce the behavior
1.Navigate to Microsoft MakeCode Arcade
2.Open a project and change the editor to JavaScript/Python and move to Logic blocks
3.Click it and observe each blocks.

Actual behavior
There is no (?) button in Logic blocks to open the reference page

Expect behavior
The blocks should have (?) button to open the reference page
