Promote new A365 owners (#125)

* Promote A365 owners to full code owners

Adds @fpfp100, @juliomenendez, @alexlu4250, @nikhilNava (previously A365 co-owners) and @ajmfehr, @gwharris7, @sellakumaran, @biswapm to the default `*` owners. Removes the now-redundant /src/microsoft/opentelemetry/a365/ block. LangChain co-owners block is preserved.
