@Ronsss, i asked a yes / no question to be sure we understood what the issue was. I still don't know if what i'm assuming is correct. you want to have your icons on your desktop not be draggable, correct? |
Sorry, I didn't see your earlier question.

Not so much not draggable as not being randomly rearranged by Windows when
ever it feels like it, ie when screen resolution is changed. I have a dual
monitor setup that I periodically have to turn off one monitor. That moves
icons all to the remaining screen, in seemingly random positions. The icons
are not returned to their desired positions when the second monitor is
reconnected.

I like many users like to put some icons on the desktop. We don't follow
the MS design team wish that all tiles be put on the "start" menu/pane. We
get "irritated" when Windoze scrambles our carefully arrangements, wasting
our time.

Tools like Stardock fences allow the user to create "folders"/"fences" on
the desktop that take position control of the icons away from Windows.
Moving the fence, moves the icons as a group.

I also use a tool called ICU that records icon positions. It takes
snapshots of icon positions, and can be used to restore those positions as
needed. It is more manual.

Bottom line, I think it would be nice if Windows, or PowerToys, could
recreate this functionality.

Frankly, I'm amazed the MS hasn't stolen the idea long ago.
