Description of the new feature / enhancement

Allow File Explorer Add-Ons to have a switch to allow ALL unknown files to be Previewed as text.

Scenario when this would be used?

When viewing files with unknown file extensions (not associated with an app) Preview the selected unknown file as text.

I frequently find myself in a folder where there are files I would like to view and see what is in them and must open them using either notepad, vscode, or notepad++ to see what is in them.

A nice feature for me would be the ability to toggle between Text and Hex Dump on the fly.

I also think this would be a valuable feature. My use-case is that I occasionally want to have a short (preview) look at some Dockerfile which (by default) does not have a file extension at all.
