It would be useful to state in README that postgresql-server-dev-x.y is required, i.e., I needed to run

sudo apt-get install postgresql-server-dev-9.5

first.

Otherwise I was getting

Makefile:7: /usr/lib/postgresql/9.5/lib/pgxs/src/makefiles/pgxs.mk: No such file or directory
make: *** No rule to make target '/usr/lib/postgresql/9.5/lib/pgxs/src/makefiles/pgxs.mk'.  Stop.
