Show friendlier user error on OutOfPods error #3037

When we get this error when creating an agent, the solution is either to delete existing pods or to change mirrord to use ephemeral containers for creating agents. We should explain this in the error.

The context should be from the operator, I think without it shows quite ok (there's also a check)
