PUB/SUB is used between the following components:

For configuration, worker assignment, health and heartbeat, and penalty.
Used for pushing metrics via PUB to the backend layer.

Need to ensure that the PUB/SUB works as expected and introduce network I/O issues for benchmarking etc.
