Remove tag attribute restriction

Remove tag attribute restriction: b848d01 (also includes meta logic)

I think this is for supporting the instance::tag column in the xform to set “hidden”. This results in the field not being displayed in the webapp on the “Reports” tab as described here.

Similar to #21, the test case here is to ensure that fields marked in the xlsx file with hidden in the instance::tag column should have the tag="hidden" attribute in the model instance. For example, the default death_report form has the data group with this attribute. When we run the compile-app-forms action for this form with the new pyxform, we should still have the tag="hidden" attribute on that group. 👍
