daemons packages look for that file and try to execute it to start the newly installed daemon but we don't want that, so there is a line to replace that script with a dummy one, but it doesn't work :

Starting NTP server: ntpd/etc/init.d/ntp: 92: start-stop-daemon: not found

yet the dummy script is chmod 766, so ...
