Tooltips are not supported for jira local server. #1173

Summary:
Upon hovering over the Jira ticket links for the local Jira setup the tooltips are not rendered.

Steps to Reproduce:

Setup your local Jira to mattermost.
Connect your Jira account.
Paste a ticket link in the channel.
Hover over the link.
