Windows ignores --log-file argument #906

Whether --temp or --log-file are set, log files are being written to .\Windows\System32\logs

Confirmed, I have same problem that using -l or --log-file but it still created logs folder in current folder and log file in it.

Updated:
even the log level also ingored on windows
