fix: prevent tooltip overflow causing horizontal scrollbar in Footer

Description

Fixed a horizontal scrollbar bug caused by tooltip overflow in the Footer component.

The social media icon tooltips used left-1/2 -translate-x-1/2 with whitespace-nowrap, causing them to overflow outside the viewport when near the right edge of the screen.

Fix:

• Added overflow-x-hidden to the <footer> element
• Added max-w-xs truncate to the tooltip <span> to constrain its width
