Move to github

I've migrated the mercurial repository to github: 
https://github.com/bspaans/python-mingus 

I've been very inactive on this project since I left uni so this is long 
overdue, but I recently started getting back into it again when I was reminded 
that Google Code is not what it once was.

Time for a reboot!

* Convert documents to markdown
* Update the release process
* Transfer the issues that still apply
* Decommission this google code project
