Making the repo archived

Hello.

Github has an option to mark repo as archived. This means that nobody can create new pull requests or issues, no new commits can be pushed as well as releases. The repo will remain accessible for reading and cloning, but that's all.

This is the perfect solution for deprecated repos. What do you think about this?
