Tuvalu territorial sea baseline [MR-779]

Tuvalu has a list of coordinates for its territorial sea baseline: https://www.un.org/Depts/los/LEGISLATIONANDTREATIES/PDFFILES/tuv_declaration_territorial_sea_baselines2012_1.pdf . This is different to its archipelagic baseline, which is already in Maritime Boundaries. This would create internal waters and alter the geometry of the 12NM and 24NM zones, and possibly also the 200NM boundary.
