Create overlapping claim Algeria - Spain [MR-772]

Algeria and Spain have unilaterally uploaded a list of coordinates for the outer limits of their EEZs in the Mediterranean: see https://www.un.org/Depts/los/LEGISLATIONANDTREATIES/PDFFILES/DZA_2018_Decree_1896_en.pdf (Algeria), and https://www.un.org/Depts/los/LEGISLATIONANDTREATIES/PDFFILES/ESP_2013_Decree_eng.pdf (Spain). This would create an overlapping claim between the two countries. The Algerian claim (green line on map) also appears to overlap with Italy’s EEZ near Sardinia. The Spanish claim (red line on map) closely follows the current v12 boundary (a VLIZ median line).
