Add icons above citizen heads being able to show even without nametag showing. #956

Prerequisites
- I am running the latest alpha version of MineColonies for my Minecraft version.
- I checked the MineColonies/Structurize wiki and made sure that my issue is not covered there.
- I made sure that this change request is not a duplicate of any existing change request.
Context
- Minecraft Version: 1.21.1
- MineColonies Version: 1.1.1223 but I also checked 1.1.1225

Enhancement or Change description
Icons only show above the nametag, but if the nametag is not shown, (namely because a mod adding health bars removes it) then the icon is not shown, which makes it hard to know that a citizen is sick, needs something, etc.
