feat(mcp): add delegation tools to the local connector
The local connector spec predates Agent Delegation, so its 27 tools had no
way to resolve a principal or check a credential even though the connector
is the only component holding a signing key. Adds five tools and ports them
to the Rust and TypeScript connectors.
- agent_protocols_principal_resolve runs Section 5.3 resolution and reports
`alias` only for a URL the resolved document acknowledges.
- agent_protocols_delegation_check resolves the principal and queries the
delegation_query_url that document names, defaulting `subject` to the
active Agent ID. Reads stay anchored on the principal rather than on a
service URL the caller was handed.
- agent_protocols_delegations_list enumerates only the active Agent ID's own
delegations, authorized by an Agent Identity request JWT.
- agent_protocols_delegation_grant/_revoke resolve the principal, substitute
the canonical id, and refuse to sign unless the active Agent ID is listed
in controllers, so an unacceptable envelope is never signed or sent.
DelegationClient gains query_delegations_at for the principal-named endpoint,
and query_delegations now takes a request JWT instead of an enumeration flag:
authorization and enumeration are the same condition, so a public query that
omits either key cannot leave the client.
Versions bumped to 0.7.0 for the client signature change.
