chore(v0.4.8): bump version, log release notes
Cargo.toml + Cargo.lock for orchestrator-cli already moved to 0.4.8 in the queue_reorder/workflow_resume lift commit; this records the release header in CHANGELOG.md. Shipped: - protocol v0.1.4 (feedback field, multi-id reorder, log macros) - queue/reorder + workflow/resume web-api wire migrations - default_subject_kind config + optional --kind in subject CLI - hierarchical kind matching in SubjectRouter - typed Error::CapabilityNotSupported - stale json envelope tests deleted Deferred to v0.4.9: - web-api workflows_list (wire shape too lossy) - daemon health per-plugin section (plumbing scope) - plugin repo cascade (10 plugins on v0.1.3 pin)
