[Submission Pipeline] New check-module-name-and-version.yaml template

Description

We need to provide a new validation template to verify the module name and version for the new submission pipeline that support modulectl integration.

Reasons

Support new submission pipeline for the modulectl

Acceptance Criteria

• Create new-check-module-name-version.yaml template
  The old one is located here: test-infra/ado/templates/check-module-name-and-version.yaml
• Create a placeholder for the required steps (make sure the other steps do not include the channel info just the version.)
• the validate_module_info step could be reused
• Reference this new template in the new-submission-workflow template
