Remove labels added by Kyma-Bot on Prow

Description

Since we are migrating away from Prow, labels added by Kyma Bot becomes not relevant anymore.

Reasons

Prow is shutting down.

Acceptance Criteria

• Communicate the change to the Kyma teams.
• No labels are added to PRs by Kyma Bot.
• Disable Prow plugins which are adding labels. Examples are located in Remove labels added by Kyma-Bot on Prow #12147 (comment)

@skhalash The Kyma Bot is just an identity used by Prow. Which labels should not be added?

it controls the "lgtm" and size labels. We (telemetry) don't need them anymore

@k15r @skhalash tide component was disabled for all teams in #12676 .

In #12677 I can see that kyma-bot added 3 labels:

• cla: yes - we will check it in Migrate CLA Assistant from Prow to Cloud Run #11956
• size/S - we will evaluate if it can be removed earlier or will be deleted with all plugins and Prow in Remove Prow clusters and code #12470
• lgtm - we will evaluate if it can be removed earlier or will be deleted with all plugins and Prow in Remove Prow clusters and code #12470
