[Forge][1.19.2] trying to customize the tools

Hello, I want to ask if the Tools could be customized to break blocks with high hardness attribute? for example breaking Obsidian with a Obsidian Hammer, since it worked easily on the fabric version. I'm trying to change the whole Obsidian tools and armor so it can be higher than diamonds but also lower than netherite.
