Follow-up to #163. Copilot is excluded from one-shot empty-response recovery because gnhf cannot currently verify either an exact-session resume flag contract or the JSONL event fields that identify the session created by an empty turn. Recency-based continuation is unsafe because it may resume the wrong session. Revisit recovery support when the Copilot CLI documents and exposes a stable session identifier plus exact-session resume command, with behavior-level tests against that contract.
