Description

Currently, there it's not possible to disable the passthrough cluster just for one specific client. It makes sense to configure a passthrough cluster just for specific client/subset of clients.

It could be good to have a policy for this. What else would we have in it? Permissive TLS? Allowed CAs?

This is covered in MeshPassthrough: #10253 and implem will be covered in: #10300 closing as duplicate
