Pattern Refiller Card not working

This could be the case that I'm mis-understanding how to allow this to work but this is what I've tried.

I have the Wireless Expanded Pattern Encoding Terminal with a Pattern Refiller Card installed. I have blank patterns both in the AE storage and my inventory and they aren't being auto refilled into the wireless terminal.

Should also mention that this bug is happening in the neo/1.21.1 version, not the 1.20 one.
