Parser does not throw error when there are no data tags in file

When using the parseString method of the parser on a string read from resx/resw file that includes no data tags the parser does not throw an error. any other missing tags (eg. ) tags cause the expected error.
Attached is a file (saved as .txt due to github limitations) to reproduce this problem.
