Man page mentioning old bug tracker

The makepasswd man page is listing http://www.defora.org/os/project/bug_list/117/makepasswd as the primary bug tracker. Should this perhaps be changed to this github one instead?

I have to think about it some more, but the bug tracker on www.defora.org is probably not functional at the moment so I have no problem with people reporting bugs via Github. Eventually I really want to fix the issue on www.defora.org anyway.
