Expand ~ when adding projects

As a user convenience, expand ~ to the home dir when Adding projects

Hi! I'd like to work on this issue. I'll look into the project-add path handling and add ~ expansion while preserving existing absolute/relative path behavior. I can open a PR once I have the implementation ready.
