Info Fade Delay being ignored sometimes... going straight to info screen

I've had this issue for a while, but thought maybe its a good idea to let you 
guys know in case it needs to be addressed:

Is there anything that could cause Info Fade Delay time to be ignored (as if 
delay is set to 0 seconds)... going straight to the Info menu?  I noticed that 
if I have "Info button: Info Shows Diamond Fade=On, helps prevent this from 
happening. I primarily use "Cover Flow", so not sure if this happens in other 
screens as well.

Settings:

"Delay in MS to fade"=4000
"Info Fade"=Enable
"Fade Style"=Full Screen
Splitscreen=on
