Is your feature request related to a problem? Please describe

On the Tooling page, the side panel containing filters like Language, Tooling Type, Environment, and others scrolls with the page. This makes it inconvenient for users to apply or modify filters when navigating through long lists of tools, as they need to scroll back to the top to access the panel.

Describe the solution you'd like

The side panel should be fixed so that it remains visible as users scroll down the page

@Karan-Palan I think you can open a PR in this as @DhairyaMajmudar move the status to 'available' to 'in progress' and you mention in the issue statement that you are working on this.
Is i am right @DhairyaMajmudar ?
