Perforamance issues with UI Window

The UI window seems to cause substantial framerate loss on my machine (AMD Rx480, Linux with AMDGPU-Mesa Driver)

First, has it been updated to the new GUI or is it still using the Legacy GUI. It should use the newer GUI.
Second, has it been updated to utilize the new localization routines (this will substantially improve performance.)
Third, is it updating every frame or on a timer (updating on a timer will improve performance as well.)
Fourth, is it updating it's full content layout every frame or only the fields. (It should only update the fields.)
