I just booted up 1.6 this afternoon and it appears that SMAPI 4.0.0 reports that PauseInMultiplayer was out-of-date. It looks like they're targeting .NET 6 in SMAPI now and call for updated package references.
I forked the source as-is and rebuilt and was able to boot into the game. Need to test later when I have more time and another player to test with. Can open a PR after doing some testing but wanted to leave an issue here for awareness.
