Bug: Phone numbers do not allow me to add country code

Description:

I am unable to add the country code for user's phone numbers. Sometimes a contact is not using a Singaporean phone number and I should be able to enter the country code in order to be able to contact them.

Steps to reproduce:

1. Enter the below command.

edit 1 p/+65 91234567

2. The error message Phone numbers should only contain numeric digits between 3 and 15 digits in length should show.
