django-oauth-toolkit discussions permissions not working for all users

@jezdez thanks for enabling discussions on https://jazzband.co/projects/django-oauth-toolkit. However, it appears that not everyone can post items there. Specifically, I was able to reproduce this issue with my n2ygk-demo github user. Is the discussions setup restricted to Jazzband members or project leads? Can this be opened for any poster?
