Cannot Manage Bluetooth Devices

With Gamesdows enabled, all capability to manage Bluetooth devices in Win 11 becomes inaccessible. Swapping in different controllers, pairing with headphones, etc. all require:

1. Manually disabling Gamesdows
2. Restarting
3. enabling/disabling the Bluetooth devices desired
4. Enabling Gamesdows
5. Restarting

I can bring up the Control Panel by running a new task in the task manager, but any Bluetooth options like "Add a Bluetooth Device" crash the windows explorer instance the control panel is in.

I'm going to need some more information to debug, how does GamesDows interfere with Bluetooth devices?

@FreddieLeRobot Rereading am I interpreting this correctly, you don't have access to the desktop when normally exiting from Steam's big picture?
