Console program records

This path-stable directory contains machine-readable registers, authority ledgers, and historical program material. It is subordinate to the active authorities reached from ../../README.md: PRODUCT, ROADMAP, and DELIVERY.

Path-stable registers and ledgers

• console-capability-registry.json and console-jurisdiction-register.json — machine-readable declarations; they cannot independently establish implementation, exposure, or compliance.
• console-program-ledger.md and ledger/ — preserved program and authority-history records.
• LANE-PROTOCOL.md — path-stable bounded-writer and integration rules where current DELIVERY delegates to them.

Historical program material

Roadmaps, pipelines, playbooks, catalogs, benchmark matrices, module plans, Buck2 scale guidance, and pre-pivot design material in this directory are historical or reusable reference unless a current authority explicitly delegates to a machine-readable contract. They cannot dispatch work, clear a HOLD, close an issue, or override the current documents.

Runtime state, local worktrees, branches, chats, and handoffs never replace repository authority or exact-candidate evidence.
