[Enhancement] Rules correction

I wanted to suggest to remove from the usage rules the point 13, that disallows restricting or blocking basing on (for example) country.

In my opinion, bellow restriction stands in opposition with the security and privacy standards because it prevents from restricting or blocking in any of given bellow (as examples) situations:

• missinformation and propaganda
• spamming, trolling, hate talk, bulling, etc.
• cyber attacks
• illegal or any other dangerous content
• violations of privacy
• malcious content
• other

Mentioned above examples are meant to improve the safety and privacy of the users and viewers.
