Add variant of `FusionRuntime.ionize()` that renders to an `IonWriter`

Today one can only transform Fusion values to IonValue from outside of Fusion, there's no API to serialize instead.

Note that this feature might need to be on TopLevel to enable serialization customization like Fusion-side shape transforms for void.
