ForceDelete: status notes are not updated when basis for FD changes

Case:

1. Force delete is set on a domain due to invalid email address.
2. Invalid email is replaced with another invalid email address
3. Registry checks on object update if contact object is valid and it is possible to cancel FD on the domain - object is still invalid
4. FD is not canceled

Problem:
The status notes of the serverForceDelete status are not updated and it continues to reflect the original issue.

Task:
Update the status notes of a domain in force delete process when the basis of the FD changes - remove old note if that is not valid, add new note with current issues (ie new email address)
