[localenv] Verify End User Ownership of wallet address during interactions #3344

IdPs should verify that the end user that is performing a given Open Payments interaction is the owner of the resources being targeted in a grant request.

In our local environment, the mock ASE should parse the response from the AS about the grant it is presenting an interaction for and see if the user that completed the interaction has access to the wallet address, then accept or reject the interaction based on that (or redirect to a login page).
