For example, subscribe everything except PRs with this label

The old (now removed) code indicates that it's doing a "if label string is in name of labels on item" check, rather than applying search logical that might support negation.

But -label:foo would be nice so that I can subscribe to PRs but not have Dependabot spam everyone in the channel 🙂
