If I add issue normally, via mantis interface it sends me everything to slack channel, but if issue is added via RestAPI nothing happens. Tested a few times 100% repro.

Thanks. Can you plz try the following via the API: delete an issue, add a note. Also nothing triggered for those events?

Dont know if its just ours setting but still nothing happens.

Thanks. The REST and SOAP APIs seem to bypass the event signals that Slack and other plugins commonly use to be notified of user actions. To fix this, it may be necessary to add "middleware" to the REST routes. I don't think I will be able to work on this soon, though - feel free to take a swing at it.
