static是排他的
node0的cpu0会留给sys和kube（如果这俩加起来< 1c）
topology affinity error 在极端场景会死循环出现在一个节点上（节点 cpu topology 没有与 scheduler关联），不得不放弃single numa node策略

正在考虑用crane的 scheduler解决这个问题～
