Is there a way to add another language for UI? ( IModelApp.i18n.languageList().length always 2)#20

I checked the length value of IModelApp.i18n.languageList() and found that it is size 2 and only 'en-PSEUDO' and 'en'.

I've added a folder to 'public\locales', but nothing has changed.

Is there a way to add another language for UI?
