Clarify how use of "optional to support" algorithms is decided #4
Description
"A256CBC-HS512 is optional to support" and "ES256 is optional to support" don't say whether they're optional for both the agent and the TAM, or if it's mandatory for the TAM. And if it's optional for both, how use is negotiated or otherwise determined.
