Add tooltip to a floating appui widget.

Expected behavior

The tooltips should be displayed in front of the floating widget.

@GerardasB What do you think of using the popover API to place the MUI Tooltip in top layer? This can be done independently of the portaling changes.

I believe that's worth investigating. Otherwise, we'll have to first add ability to set portal container consumer-side (for a part of element tree) and then configure it via AppUI.
