Panel is shaking when shrinking

On Windows Electron, trying to shrink a panel by mouse drag has shaking effect.

To Reproduce

1. Open Electron application with app ui (tested on Windows)
2. Try to shrink a panel

Expected Behavior

Panel should not shake

Could you provide additional details to help investigate? Specifically: is this a recent regression, when was it first noticed, and are all panels affected or only certain ones (e.g. based on their content)?

I've been noticing this issue with our product for past several months. All widgets are affected (for example tree-widget) on left and right panels. Cannot reproduce the issue in storybook. I've just tried creating a fresh Electron based app and I'm not noticing the issue. Will check our configuration and update this issue with additional details when found.
