How do I set the default ToolSettings widget location?

Is it possible today to set the default tool settings location like we can with other widgets? I have a request to make it floating by default, rather than docked at the top.

To clarify, I'm not trying to change it per-tool or override restoring its state when reopening. Just trying to change the default.

This is not possible currently with our public APIs. There's already a feature request for this functionality: #1268
I'll make sure to prioritize it.
