bug: app-store & hypermap-cacher state can get thrown out on booting (to a new version?)

Describe the bug
Two cases:

Hypermap Cacher

1. Node is hypermap-cacher provider,
2. Reboot node (to a new version?)
3. Node is no longer a hypermap-cacher provider

App Store

1. Node is a mirror for one or more apps on App Store
2. Reboot node (to a new version?)
3. All apps are set to Mirror? False

To Reproduce
Not sure.
Definitely involves rebooting node.
May involve upgrading node to a new version.

Expected behavior
State is maintained between reboots and upgrades.
